Someone suggested Dremel with sanding drum. Dremel is great for glue globs...I use the large or small cutoff wheels instead of sanding drum. They are cheaper. Wear eye protection, they shatter frequently.

To do the final cuts, flush to the surface, I use a Stanley block plane. If you don't enjoy the relaxation of sharpening a plane iron, don't go this route, though.

Note on sharpening irons and chisels: someone pointed me to Lee Valley tools site for a 250 grit waterstone. It saves time and much sandpaper.
