Mounting foot pegs in various ways has been discussed at length on this forum. Instead of epoxying the "nut" to the hull, you would epoxy the "bolt" head to the hull. Many places sell the bolts with a flanged head made just for this purpose. Once the bolt is set into the epoxy it is usually strengthened with fiberglas cloth reinforcement around the base. Be sure to carefully measure the placement for the foot pedals. Once in place, they are not easily moved.
