We had this problem on the early Oxford Shells---over ten years ago now! I fixed ours, which is in heavy use as a demo boat, by carefully drilling and countersinking the screws for the hold-down plates to maximize their grip in the shallow mounting pads. This has never failed in the course of a lot of rough handling.

However, the ultimate fix would be to epoxy the hold-down plates in place, in addition to the screws. At the time we thought that the hold-down plates should be removeable. Why we thought that, I don't know, as ours haven't come out since about 1998.
