Insurance companies have a process in place for insuring boats. Somewhere they have a database of boats and boat manufacturers, and an algorithm that computes a premium based on the boat's age and how much you paid for it. In this case, it's a boat manufactured by Peter so it ain't in the database, and the algorithm can't solve for X.
My guess is that it'll be hard to insure for much more than the cost of the kit unless you have a licensed marine surveyor establish a value. (That, of course, will cost $300 or so.)
