Rod, That clever Kurt Maurer had a simple arrangement you described. A picture is worth a 1000 words, but I don't said picture, so here's my wordy explanation (and crude ASCii schematic, below). It was simply a piece of shock cord with each end inserted into the deck in holes about 6 to 8" apart just a few inches outboard of the coaming at about 10 o'clock position. A stopper knot (or tie wrap) under the deck secured the ends. A small wooden hook is then attached to the deck at the midpoint between the 2 holes and further outboard by about the diameter of the paddle loom. To use it just lay the paddle loom between the hook and inboard ends of the shock cord and hook the cord over the paddle. For a Greenland paddle the arrangement can be parallel to boat's centerline since each blade can lay flat on the bow and stern, If your paddle blades are not parallel then align the holes such that the aft blade is just off the deck and the fore blade is laying on the deck.
