Re-doing varish

Hello all, I friend of mine gave me his yak, and I believe it is a CLC 17. The top of it is all streaked and white. My questions is, is it the expoxy or the varish and if it is the varish can I sand it down to create a better finish. It is really a mess and want to know the best way to make it look better. Thanks
