Small sailboats are propelled by very limited amounts of power so they are sensative to the amount of weight they carry and how the weight is distributed. The fact that there is sufficient room inside for X number of people is not a good measure of how many people a sailboat should be expected to carry. Sailboats are at the mercy of the wind and if they are too overburdened they won't be nimble enough to use the wind properly. A sailboat that is clumsy and sluggish can make getting from A to B a real chore. For four occupants you are,probably,looking at a hull of 16' or more flying in excess of 100 sq.ft of sail.
