Both John and Lee are right.
Note that some boat plans are able to be scaled up. Lots of the Glen-L designs for example can be scaled up 10% but its done with length only not width by adding 10% to the measurements between the frames. Best to find a boat design that fits your needs.
There are so many to chose from in the 15' skiff size. SF was already mentioned and is a great source for stitch and glue boats. Look at B&B Yacht Design - their Core Sound 15 is a winner. I helped stitch a local guys CS 20. Ken Swan has lots of traditionally built skiffs. Glen-L has a number of designs too in ply on frame and a few in S&G.
Many more to chose from. Half the fun is looking!
