Deck Rigging

The ever-so-slow-to-get-built WR18 is finally to the stage where about all it needs is deck rigging and varnish. Next it will be sanded all over, any exposed glass cloth touched up with epoxy, and then varnish.

I am planning on using the kit instructed screws & finish washers to fasten the loops for the deck rigging. My question is - is it best to drill & epoxy-seal the screw holes before or after varnishing?
