Chesapeake 16 bulkhead

My son and I are building a Chesapeake 16. We are at the stage of wiring in the fore and aft bulkheads. At the prescribed locations measuring from the bow, the kit bulkheads, when placed up snug against the bottom of the shear clamps, do not touch the bottom nor the sides of the boat. There is about a one-half inch gap. If I move the aft bulkhead about six inches further back it snugs up nicely---but that is way off the suggested placement. I prefer to stick with the suggested placements. Can I safely fill a gap of a half inch with epoxy and expect a strong bond? Did I perhaps receive the wrong bulkheads for my kit? Is this big a gap typical?
