shearwater glass layers?

A while back I asked about applying the multiple layers of glass to the shearwater hull. One thing remains a bit unclear...The manual says the first layer covers entire hull, second layer the bottom etc.... It is not clear in the photos or diagram which layers you put down first. Is "first layer" closest to the wood with the others on top? (This seems like it would be the easier of the two choices and seems like what is meant by the text but it is not clear in the photos, text or diagram...take a look at those photos, can you see multiple layers?)or, Is "first layer" the outermost layer? (this might avoid sanding rough cut edges)
