The strength in a fillet is in the fibreglass you lay on top of it. Epoxy itself will provide some strength but not much, the glass and epoxy are a tag team of strength and without each other, there is little overall strength. The epoxy binds the wood together and does provide a more rounded curve for improved glass layout. Hope this helps.
