I ain't no designer, but if you google you will find articles by designers on this subject. Here's my recollection of what they say, probably wrong:

The floor of a kayak is usually in compression.*

So S-glass would be stronger and cheaper than Kevlar.

* because the paddler bends the middle down and buoyancy bends the ends up. So the bottom of the hull planks is stretched and the top is compressed. So Kevlar would make more sense on the bottom than on the floor.
