If you want a nice varnish job you will need to sand off the dust bumps, sags and runs. Dry sanding does not work because the paper clogs. The 3M pads will not address the bumps (guys use them between epoxy coats). If you apply the varnish a coat a day you can skip sanding but the bumps and runs will add up then if they bother you wet sand before one last final varnish coat. I sand with 100 grit on runs and sags and 220 grit between coats.
