do not draw it like a rasp. pull the long access of the sanding block/long board along the length of the chine.

you are trying to have a uniform curve to the chine; drawing perpendicular to the chine makes it harder to get a uniform curve because only a small amount of the chine would be engaged at a point in time. by pulling the long access along the line of the keel or chine, your rounding angles get transferred to longer sections at a time making it easier to get a uniform result.
