If so, just lay in the tape right after laying down the fillet. You can quickly brush on a coat of epoxy then lay the glass in. That goes a long way towards having smooth fillets. If I'm going to be glassing the fillet, I ALWAYS add the glass immediately.

The suggestion of adding the small amount of cab-o-sil is also a good one, as is the gloved finger with alcohol- that will give you beautiful smooth fillets.
