On my dear old Bristol 26 sailboat, I often used a thin mixture of epoxy to saturate balsa in the deck coring. This was done after a deck fitting was removed and rotten balsa was removed (necesary for nearly all the fittings, as the former owner was either too lazy or too cheap to use some good sealant on the fittings). New balsa was patched in, after the epoxy saturation. Seemed to work.
