Your 1/4 sheet is an orbital sander - often called a palm sander. A ROS is also orbital - but randomly so - and has holes through the sandpaper allowing attachment to a vacuume - VERY important.
It is not critical to own a ROS - but I bought one when I built my first yak, and while I try very hard to cut down on ANY sanding when I have to I'm glad I have it.
Either way use a good mask as well. Sanded epoxy and fiberglass are not nice to lungs.
