ROS vs 1/4 sheet sander

Being a non-woodworker, I don't have a clear understanding of the difference between a ROS and a 1/4 sheet (finish) sander, specifically, in terms of sanding wood and epoxy in boat building.

Anyone care to enlighten me?

PS I HAVE a 1/4 sheet sander, DON'T have a ROS.
