Take it off, take it ALL

It really all needs to come off in order for the epoxy to get a good bond. After you sand off as much as possible, the remaining varnish can be washed off with lacquer thinner or acetone. Do that outside if possible, otherwise with good ventilation. Neither will harm the cured epoxy. Then sand the epoxy to a dull look and run your skim coat.
