epoxy and varnish

being in a great hurry to get my kayak in the water this spring, I was not as deligent in sanding as I wanted to be. now after a whole season use, I would like to go back and do a better job by skim coating with epoxy and filling numerous small holes that I thought I could fill with varnish. should have listened to Mac. he always wrote varnish covers and fills nothing. My question is can I rough up the varnish and skim coat with epoxy or do I have to take it all off in order to get a good bond. Thanks in advance for the help. I
