A rasp is just a rough file with large teeth used to take off a lot of material fast.
There are also flush cutters that won't leave any material behind, but I think the rasp will be cheaper. The big concern I have with a rasp is tearing up the wood at the same time, but if you're careful, that won't be a problem.
