cutting wires

Hello fellow boat builders. im building a ch16 my first boat. I was wondering if anyone knows of a good way to clip the copper wires flush to the wood. Ive only clipped a couple then stopped when i noticed my wire cutters leave about 1/16 of wire sticking out. The directions mention a rasp, so tomorrow i will find out what it is at the hardware store..maybe thats all I need. just thought I would see if there is any good ways to do this. Any help would be much appreciated. thanks, Kurt
