Yeah, I had this happen to, and it was to one of my "fill" coats on the hull, which really sucked, because the epoxy that was flaking off was down in the weave of the cloth.

As best CLC can determine, it was due to dew forming on the previous coat of epoxy as it was drying, causing an amine blush on a usually non-blushing epoxy.

I had to sand the entire coat (and about half my fiberglass) off of the boat.
