Lisa, This problem can happen for several reasons. Maybe you mixed the wrong ratio of hardner and epoxy, or if this is the second coat maybe it did not adhere properly to the first coat; if you wait too long after applying the first coat you need to lightly sand the entire surface to make sure there is a physical bond between coats. I would sand it down until there is no more flaking and the surface is clean and reapply. Make sure you follow instructions for epoxy mixture and wait the amount of time recommended for curing.
