Paul,
You're right in thinking that two coats on the underside of the deck would be better than one if it was going to be exposed constantly to water or wear. However, if you have given it a good coat of epoxy right before installation if will be a sufficient moisture barrier. And if it's going to get a lot of wear that means you're spending too much time upside down with things not tied down in the compartments. Lastly, you ever tried to get a coat of epoxy on the underside of an installed deck? Ask Kurt Maurer just how easy that is!
