After sanding the fill coats I always roll on one more coat of epoxy to fill any pocks (half a bubble) and seal in any glass touched by sanding. Then I give it a good cure and sand just enough to prep for varnish. There really is no need to wory about dust until you are actually varnishing. It is also safe to use a tac rag between varnish coats to remove dust and sanding shavings still stuck on the surface.
I always dry sand epoxy and wet sand varnish.
