I don't know of any kayak design---a craft narrow enough to be driven by a double-paddle--- that will passively protect the crew from sea conditions, whether flat, moderate, or rough. In a kayak (as with most things) safety depends upon the paddler's skill and judgement.

I have personally frolicked in the Mill Creek 13 in those conditions and have observed others with paddling experience doing so. All things being equal there are worse boats in the world for what you propose. But lacking any demonstration of your skills as a paddler, I would have to give a definitive "no."
