Bulkhead position shift

I am ready to locate the bulkheads in my chesapeake 16. I measured the locations based on the plans and they seem to be about 2.5" off from where the bulkheads just contact the sides and under side of the shear clamps. To fit the front bulkhead it wants to be about 2.5" farther foreward and the rear bulkhead wants to be 2.5" further back. Is it ok to shift them or should I locate them based on the plans and fill in all the gaps with fillets?
