I found the whole mess just too slippery to align with any certainty so I did them one at a time. In the overall time frame of building a MC13 from plans this was no big deal.

If you add a few small finish nails to the first side to hold the sheer in place then you could certainly do both at once. I actually did the nail thing on the second sheer clamp to help hold it in the correct position while I got the clamps on. To keep the sheer clamps as full size as possible I installed them following the curve of the planks.
