Jamie,

Because you say final coat, can we assume that the first two coats were successful?

How long since the application of the previous coat, and what did you do as far as sanding, scraping and cleaning the surface?

We are all in agreement here that Tack Cloths should never be used near epoxy.

If you can provide more history and details, the legions of experienced contributors here will solve your mystery.
