If you're using the non-blushing epoxy formulations, you can varnish as soon as it's hard enough to make dust when you sand the epoxy. It should be sanded to 220grit before you varnish.
If it's a blushing epoxy, I honestly, truly, absolutely don't know the correct answer. I spent the weekend corresponding with a kayak builder who was experiencing complete varnish failure over a blushing epoxy surface. Not much to do but to wait for it to stop curing, or to scrub the surface with nasty chemicals and hope the varnish grabs hold of the surface.
