I know it sounds silly but he stuck a copper wire in a cured fillet and the problem went away. The kayak is 15' multipanel rec. kayak, the exterior had two year old cured epoxy. He figured it was some kind of contamination but lacquer thinner and alcohol didn't make a difference. Grounding did. I know I'm not the only person who's looked at a thin coat of epoxy go on fine then open up with fish-eyes a few hours later.
