If its been longer than a day or two since you epoxy coated I would sand with 220. Then after its good and clean (wipe off dry, vac off, etc) do the second coat. Don't thin the varnish to make it go farther. You will only be cheating yourself. No idea of how much you will need to do 4 coats on your boat but the listed coverage is 660 square feet per US quart. That is 165 square feet per quart. One of the other guys can probably tell you the amount you will need. I have not built that specific boat.
