You might use two C clamps to clamp boards over the scarf joint since you want even moderate pressure over the whole joint. I do not do scarf glue ups one on top of another. Too hard and messy plus I like to clamp the wood in place prior to applying the goo so I know the alignment is perfect.
The 16 clamps would be used in clamping the shear clamp wood to the shear panel after the panel is scarfed. The pvc pipe clamps do work but so do cheap spring clamps. A whole bag of them is less than $10 at Harbor Freight. Their C clamps are cheap too.
