My wife is an inch taller than your girlfriend and a bit lighter. That's why I built my own 14s from scratch to a new design, to make them just larger enough to be reasonably comfortable on a shorter paddle, and very light.

If Charlie wants to modify a plans boat to add beam and sheer height, it's not all that difficult and I could talk him through it.

Maybe a better option would be to build a CH LT 16. This is my wife's main boat and she loves it. Adding some ballast in the form of water jugs (those plastic bags from the cheap wine boxes are good also) could make the boat more stable for the child. With careful construction, he could make it around 40 lbs, maybe a bit less.
