I take this to mean you were going to install a shorter cockpit on the Mill Creek 13. The MC13's deck is tailored specifically to fit the 1930's-style cockpit opening, with an apex right at that forward bulkhead. Without modifications to the supporting structure there's very little else you can make that deck do.

I've seen several MC13's and 15's with a sea kayak-style cockpit. Those builders had altered the deck camber and eliminated carlins among other things.
