I think it would be the Chesapeake 17. The only reason to go with the 18 would be if you wanted to carry weeks of gear.
The fit chart, which is a general guide only but extremely helpful, is linked below. I continue to advocate the smallest sea kayak that fits you comfortably and holds the gear you think you need. With less than a tenth of a horsepower being transmitted to the water by a fit paddler, you don't want to be dragging around any extra surface area for the wind to get ahold of.
