Lord, the Arctic Hawk tracks beautifully. But in that persistent 15-knot wind on the stern quarter, I don't think there's a kayak in existence that wouldn't benefit.

I'd go with the skeg kit that Mark Rogers sells, www.superiorkayaks.com. It's expensive and an involved installation but fits the Arctic Hawk.
