You have obviously missed some previous discussion -

There is one piece of wood or a bolt against the bulkhead for the front end of the bar and a nylon bolt at the aft end to hold the mounting bar. Everything slides on the bar.

If you don't want individual pedals for steering, make the pedals one piece as I've done before on a double for the front paddler.
