Fill coat

Ok guys, The weather here in north Texas has been great in the 70's during the day 40's at night. I layed the glass on my MC13 Sunday night(15 oz of goo, it wet out good and clear. Tuesday night I layed down the 1st fill coat(3oz of goo). Tonight, I layed the 2nd fill coat down(3oz of goo again). I still feel the texture of the glass. Do I need to lay another fill coat? The bigger question is, how do I know when the glass is sufficiently full and I can start sanding.
