No. IMNSHO, the only reason to sand the interior is to prevent snagging hands, clothes, etc.

A gallon of epoxy weighs about the same as a gallon of water. Imagine a container of water that holds the same amount as the epoxy you'd remove. It's ounces. A CH16 is not a race boat, so you'll never notice. If you're really worried about ounces, skip breakfast on days you go paddling :-)
