Anyone who is in charge of a tour.

If someone wants to be reckless with their own life - fine - as long as they don't expect others to risk their lives rescuing them. But, when parents sign permission slips entrusting their kids into your care, any and all rescuue and safety equipment is required - as well as the experience to use it.
