I'm tellin' ya, I don't know squat about rudders (as if you can't tell). But hey, I'll soon know what I need to know, eh?
The blade I've generated is essentially a home brewed Seal Line foil that cost nothing but a pleasant hour's shop time. So if it turns out ineffective, I make a new and larger one, instead of being out $275.
As for the floating problem, the idea with the bungee was that it woulld hold the rudder down, yet allow it to rise if it really insisted upon rising.
I don't know how much of this will work right out of the shop, but I'm sure it'll all work just fine once I've played with it and learned all it has to teach me.
It's fun, too!
