Sanding the wood prior to glassing risks going right through the top veneer layer. BAD idea if you are going for a bright deck. I would do no more than knock it down with a 3M pad to knock off the wood grain fuzz or even just give it a good wipe down with a clean rag.

Sanding after glass and all your fill coats is where they want it done to minimum 220 since varnish has a hard time filling in coarser sanding scratches.
