Try the VA Regional Parks, several easy commutes from Wheaton. Pohick Bay near Mt. Vernon is nice open water paddling. Algonkian on the VA side of the Potomac is great. A little further than your one hour, perhaps, is a terrific shuttle run (6 plus miles) from Brunswick, MD to Point of Rocks. You can also do Point of Rocks to Mouth of the Monocacy.
Piscataway Creek near Ft. Washington offers a bit of everything - open water, creeks, marsh areas.
Get copies of "Maryland and Delaware Canoe Trails" by Ed Gertler, and "Classic Virginia Rivers" by Ed Grove. Lots of information on put-ins, river gauges, etc.
