Actually varnish applied soon after the last coat really does not need much sanding at all to stick. Remember that the last coat may be dry and sandable but is not really cured for days. I have recoated varnish without sanding and never had a problem. However I don't recommend it. Sanding with 400 wet will absolutely take off varnish and give it plenty off tooth for the next coat. Even a 3M pad will do it for recoating but sanding makes for a smoother final finish.
