Reading your story I think in terms of a canoe. I have seen people with dogs in doubles and triples also. Maybe in a mill creek.

I know someone with a tandom SOT and a german shepard who likes to stand on the bow. It is stable enough and has enough room. He still doesn't go very far from shore.
