Allan, I used the stainless plate as you described on the top pin for my Double. It works very well ,adds more than enough strength,and worth doing. I made my Double rudder slightly differently to the normal stern hung type. I cut the stern point away verically leaving about 3" or so on the bottom to accept a bottom pivot pin,as well as the top pin. I then built the rudder to fit this setup , the end result is one very strong rudder set up.
