which came first

I am now ready to finish bright top, painted sides and bottom, now the age old question which comes first the varnish or the paint or does it matter? I am also thinking about buying a hvlp sprayer and would appreciate any advice on using one and if I could use it for the Interlux polyurethane paint. Thanks for any help terry lob
